[atrt2] Constituency Travel to Beijing

I should add that only in some case is ICANN Staff application of rules, arbitrary and capricious. The problem with transparency is that the volunteer workers just don't know which occasion is which. And the problem with accountability is that we never see anyone taking up these complaints and resolving them. The ombudsman is the only vehicle and for that someone really has to put themselves on the line. Unlike me, I guess, most just take it and quietly grumble.
Or in the case of travel, they go to their doctors and get a note saying they need business because they have x, y or z. I wonder how many have done that over the years (not asking for names).

> In addition to being an immediately practical issue, this has become for me an example of how ICANN Staff applies rules in an arbitrary and capricious manner, and is a prime example of the sorts of issues that the policy workers who serve ICANN as volunteers are frequently subject to - an accountability and transparency issue that I beleive must be taken up by this review team.
