I think it would help if the description of ICANN and its processes made it clear(er) that the address space is controlled by the RIRs and that ICANN serves the RIRs in accordance with their policies.
That might or might not be sufficient to address the concerns expressed in Germany. If not, they and others will continue to seek structural changes to accomplish either the same thing or to uproot the RIR system entirely.
