Dear Brian, 

In the case of most Latin American Governments it will be hard to pin down a single official in charge of Internet public policies. I checked the list of the VP for LAC a few weeks ago and it was  out of date. I have not seen a new one yet and I rather suggest to tell us who is going to receive the letter, so a proper follow up work can be done, because it is getting rather late.
