[atrt2] Volunteer engagement

I just realized (yes, I should have noticed earlier) that 37 - 
Volunteer engagement fell through the cracks, although bits of it are 
in other recommendations. Clearly too late to do anything about it 
now, but I think that as we review the draft document and community 
input, we should think about putting it back, or fleshing out other 
areas to ensure that it is covered adequately.
