Clear criteria should be established distinguishing between policy and implementation.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:10.0pt;line-height:115%'><i>Staff response and clarification:<o:p></o:p></i></p><p class=MsoNormal style='margin-bottom:10.0pt;line-height:115%'>ATRT 1 recommendation pertaining to clarification between PDP and executive function has been implemented. Recognizing the importance of the wider topic of policy and implementation, the Board would welcome community's feedback on defining the line between policy and implementation. Policy staff has engaged the community in this dialogue (in Toronto and Beijing), and a working group has been formed within the GNSO (<a href="https://community.icann.org/x/5FV-Ag">charter document</a>), meeting on a regular basis. The issue of policy vs. implementation is broad and will require extensive discussion and consideration for some time to come.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:10.0pt;line-height:115%'>The GNSO working group's first task is to develop a work plan.
