I'm sorry, I do not understand this thread.<br>
<br>
This year the budget process had early fast track approvals in
March/April for any projects due to take place before October 213
and then normal track approvals which should have been adopted by
end of June but with a delayed budget got approved in August.<br>
So SO/AC costs that come up early in the FY (in July, August &
September) already go into a fast track.<br>

Once a year when we change FY, there are issues related to the budget be approved so late, and because of that it impacts the ability to act when coming into the new FY. There must be a better way of approving costs that are early in the FY. Alternatively, there should be an absolute "NO" to trying to do things in panic after the budget/cost is approved.
For example things related to the first ICANN meeting after the FY started. If the cost is approved too late, the actions should be pushed to the following meeting.
