In the PDF link, while it *looks* identical to the true URL you
properly provided above, the actual link is to:

http://www.icann.org/en/topics/new%E2%80%90gtlds/gnso%E2%80%90consultations%E2%80%90reports%E2%80%90en.htm

(notice all the "escaped" characters, %E2, etc.) We see those kinds of
links all the time in phishing. Leave it to ICANN staff to provide us
with a demonstration. :) [this is a reason why IDNs can be very
dangerous, as a URL might appear to be eBay, PayPal, HSBC, etc., but
in fact be a malevolent and different domain name]
