[bc-gnso] Board votes to include TM Clearinghouse and URS in DAGv4

Resolution:
Staff shall analyze comment and then include TM Clearinghouse and Uniform
Rapid Suspension proposals coming out of STI and include them in the Draft
Applicant Guidebook version 4.
