Coversation moves back to Board-GAC bylaws discussion. The GAC sent a letter to the Board the previous night that seemingly said that discussion in San Francisco would not be considered by the GAC as the bylaws-mandated discussion where the ICANN Board can formally disagree with the GAC and move forward.
