[bc-gnso] ICANN update on evaluations, timelines etc.

Posting about ICANN's promotion of communications with applicants. This will be important for both applicants and non applicants. 
As members know, the BC will be asking for similar priority for those who do not want to be a new registry but want to useICANN's resources for information and advice on how to object, and how to participate in the defensive registration mechanisms.
