[bc-gnso] FILED: BC comment on Draft FY18 operating Plan & Budget for PTI

Today we filed the attached BC comment on the Draft FY18 operating Plan & Budget for PTI   (comment page at https://www.icann.org/public-comments/fy18-pti-operating-plan-budget-2016-10-24-en  ).

Thanks to Jimson Olufuye, with help from Marilyn Cade and Chris Chaplow.

It was approved in accord with the BC Charter.
