[bylaws-coord] Bylaws redline

Dear all,  We have seen concerns about lawyer certification and also requests for a document that maps the proposal to the bylaws.  I do not recall a promise for such a document but our very tired team will try to produce it in the next several days.  It is key for the bylaws drafting subgroup to understand that the Sidley and Adler teams have been working around the clock for two weeks (as has ICANN Legal I believe and perhaps Jones Day as well).  We simply have not had enough time -- and the reason we haven't certified is because the document is not complete and we need time to step back and review. It is not because of disagreements over the contents.  I hope this provides clarification.  Holly

Dear Mathieu:

I’m responding because I hope Holly is asleep and won’t see your email for several hours.

Holly and I conferred today about providing, essentially, an annotated copy of the main Proposal, showing where in the Bylaws to find implementing provisions.  We used a version of such a document to produce the draft Bylaws, but it will take some updating to reflect the changes that occurred in the reviewing and editing process.  Sidley has taken on the responsibility to produce the updated annotation.  I’m not sure, but it may take us a day or two to produce it and make sure it’s correct.

Holly will let you know if this response is off-base in any way.

Dear Rosemary, All,

Thank you again for providing the bylaws over the week end, I can only
imagine the stretch for the teams.

The review calls are starting in a few hours only, and I expect members of
the respective groups will remind us of a commitment we made to provide a
way to track where in the Bylaws the various recommendations are
implemented, or the other way around, which recommendation each Bylaw
change implements.

I know there was an initial document prepared by Sam in Marrakech for that
purpose. It would be extremely helpful if it could be updated. The volume
of new information we are providing our groups is extremely high, and
anything we can do to guide them through these documents is going to
prevent the sense of discomfort and concerns. If we want to keep our
aggressive deadline, this is an investment that will pay back.
