Thanks a lot John, that's very useful.

Also in preparation, the short summary of the various discussions that took 
place within the CCWG on this issue.

CCWG Revised Response 11 April:

	* Lawyers shall ensure:
		* ICANN is not in charge overall of names in the DNS.
		* ICANN has policy authority over what labels go into the root zone.
		* Additional conditions can be imposed on the registry operating the TLD, 
but must be in the Picket Fence.

Discussions on the opportunity to define "root zone" on April 12th concluded 
:
+ CCWG would prefer not to define but would request lawyers to clarify any 
risk if we do not. [prior to re-evaluating this option]
