I do not recall that we mentioned we would change direction on this issue 
during the call ? Maybe I missed something ? If needed, we can forward your 
note on this, but I don’t want to reopen a discussion if it’s closed and 
consistent with our previous direction, so I’d appreciate if other 
participants in the call could offer their view of where we landed on this.

Dear Co-Chairs,

Further to Brett Schaefer’s comment raised on today’s CCWG call regarding 
the availability of interim relief in the context of a Request for 
Reconsideration, this question was previously certified to the CCWG.  In its 
responses to questions dated April 12, the CCWG indicated that interim 
relief taking the form of a stay/suspension would not apply to 
Reconsideration (pasted below and attached).

Extract from Draft Answers to CCWG Questions for Bylaws Coordination Group, 
12 April 2016:



20. Article 4 ACCOUNTABILITY AND REVIEW



Article 4 and Appendix D Article 4 do not specify if, after a Requestor or 
the EC requests review or reconsideration, the decision is suspended pending 
resolution. This would seem to be necessary to prevent irreversible harm.



CCWG Response 11 April:



·        Can apply to IRP if requested, not applicable to Reconsideration.
