[cc-humanrights] Last call for CCWP charter

I think this makes sense in the Charter, although I too worry about it 
becoming over-broad.  However, broad is fine in the Charter, as long as 
we focus on a concrete path towards the work.
Thanks to Patrik for this!  Have to go read those other documents 
now....:-)
