[cc-humanrights] GAC WG HRIL Terms of Reference

I would add to this, Karel, that some countries that have strong 
constitutional protections are nevertheless not enforcing them with 
respect to ICANN, but rather are enfranchising ICANN to do their dirty 
work for them.  I find this particularly noxious.
