Please find included below some high level notes from today’s ccPDP3-ret WG meeting, held on 3 September 2020 at 5 UTC.

  1.  Welcome and roll call

Welcome by the Chair Stephen Deerhake. Apologies from Sean and Patricio.

4.                   Review public comments (continued)

·         Introduction

Background information was added, since some commenters are not familiar with ccTLDs.
Peter: useful and in line with what we agreed. “May not be completely familiar with”, suggestion to move this a bit further down in the document.
Eberhard: change from past into current tense. “Indicate” instead of “indicated”.
Peter: “to be administered by icann”.
Eberhard: ICANN, via IANA/PTI is making the changes to the root zone
Eberhard: “it simply means” to be removed
Bernard: came out of a conversation with with Sam Eisner
Peter: the last sentence suggests that non ccNSO members get 20 years for retirement. To be avoided.
Bernard: last sentence to be removed

Bart: thanks to be added to the start of the paper
Eberhard: non functional manager, to be clarified
Eberhard: delete the yellow part. Avoids confrontation, the impression that you say “you did not read the/this document”

·         BC comment
If you agree with this text, there will be no addition to the stress testing. Change with respect to what was discussed previously.

Peter: opt for consistency. Stick to text as proposed. Contract between registrant and ccTLD manager is not subject of oversight by icann. Both the ccTLD manager and PTI will be reading the policy and all precautions are taken.
Bart: do not use the response to public comments, to water down the policy itself. The response to the comments should not be explanatory. The policy should remain a stand-alone document.
Eberhard: in the new version of the standard there is a citation of iana.
Peter: nit: it’s ‘ISO 3166-1’, skip the ‘MA’
in the intro, the MA is correct in the response
Jaap: ISO 3166-1 is not an organisation. Id you don’t want MA, you should say TC 46/WG 2
Bernard: we quote what the BC said.

Bart: some ccTLD managers, instead of most ccTLD managers

Eberhard: remove “the reality of”

Sephen: keep reference to FOI and RFC1591
Peter: agrees. But issue with previous sentence. V4 changed the nomenclature. “Reserved” is not in the code.  Final sentence. We should not make a judgement about the eligibility criteria.
Jaap: current thinking. They are not part of the standard. But they are mentioned. “Officially assigned” and “other”.
Eberhard: technically, no name is part of the standard. The iso has a process. Say that it is out of scope, and then quote from RFC1591. Simplify the answer
Bart: suggestion to take this offline and amend this
Jaap: the officially assigned codes are considered to be part of the standard. Actual content is not part of the standard.

Stephen: during one of the next meetings continue the discussion on carving out part 1 of ccPDP3.
Bernard: no content changes to the policy. grammatical fixes needed in the stress-test part. Comment by Patricio to be dealt with as well.
Stephen: have there been nomenclature changes?
Jaap: no. editorial changes.
Eberhard: standard is adopted
Peter: compared 2020 version to the 2013 version. We might want to have a further look. Headlines in online browsing platform and nomenclature are different. Choose either one.
