Please find included additional background material for item 5 on the agenda for the upcoming meeting.- Introdcution section 2.1.2. 

As discussed on the previous call an alternative approach could be to combine the related section of 2.1.2 ( Criteria) and 2.1.3 (Processes and procedures) 

The included document combines the various sections and identified issues with respect to meaningfulness criteria of the IDN ccTLD string and related processes & procedures
