[ccPDP4-IDNWG] Update version full policy document for second reading section 5.3- 5.8

Dear all,
Please find included the updated version 6.1 – 10 May per last meeting.
Per call of 9 May section 5.3, 5.4, 5.5 – 5.5.2.2, 5.6, 5.7 and 5.8  were adopted in first reading.

Per discussion section numbers 5.5.2.3a-5.5.2.3.c have been added. Please that this an addition of section numbers to clarify and distinguish the policy proposal from the related notes and observations, alluding to the specific outcomes/ circumstances described in these sections

You are kindly requested to review the proposed text, and provide comments raise concerns, if any, by 19 May.

As discussed, it would be good if we could close the second reading of sections 5.3-5.8 on the call of 23 May,
