<p class="MsoNormal">tests: almost all have the words: block, veto, challenge, binding. Sends a<o:p></o:p></p>
<p class="MsoNormal">signal that the powers would be enforceable, not to rely on persuasion.<o:p></o:p></p>

<p class="MsoNormal">If we look at the stress tests and remove blocking, veto, challenging,<o:p></o:p></p>
<p class="MsoNormal">binding, do the tests still pass.<o:p></o:p></p>

<p class="MsoNormal">Case of the At Large: the existing rules of procedure for the At Large<o:p></o:p></p>
