[Ccwg-auctionproceeds] Call for volunteers to form small group to outline next steps for involving external experts

Tola, hi -

this is a small group that is interested in finding experts we can talk to
and in identifying questions we want to ask.

I'm doubtful that a observer role make a lot of sense in our small sub
working group. I hope you can understand this. Keep in mind that we will
report back to the larger group about our recommendations and that they
will be debated there as well and, eventually, will be modified further.
