I'd just add that grant agencies usually also get involved in Outreach
about their programs, e.g. Informative sessions explaining the scoping
of the calls, the operational application procedures, the dead-lines,
the evaluation criteria, etc. These activities have costs and therefore
ICANN will have to look at the details of their implementation (e.g. in
terms of intended coverage, audience, etc).
