I totally agree with Judith on this one. I am concerned about the lack of understanding from the board about the importance of the preamble. Having a framework is key, it might be an imperfect one (as it is acknowledged on the text) but we need to start somewhere. I really hope that the board can provide more concrete input to improve the preamble/framework instead of discard it as the point of entrance for any applicants to assess if they might be eligible or not, if they can explain how their work is aligned with the overall objectives that the fund seeks to support so that they can commit the time and effort to prepare and submit a grant proposal.

I am also concerned about their comments regarding some of the examples. Some of those examples are exactly how ICANN can support work that is aligned with its mission, but that it is not part of its own budget/work. It seems to me like there is a confusion on their side about ICANN’s very own budget and activities and those that other organizations could do, through projects funded with the auction proceeds. Other organizations have their own objectives and priorities. They apply for funding to organizations that have their own priorities and together, they set to achieve some proposed/agreed outcomes. In all my 23 years of experience with Internet for development granting, I have never encounter donors that expect that a grantee agrees 100% with them or contributes to all the objectives of the giving organization/program. It is a matter of alignment, finding common ground, agreeing in principle about how the outcomes will benefit both to achieve their mission. When I read the letter, it looks to me as if the board where considering consultancy agreements, not projects from other organizations. It is a very different relationship.

Anyway, I look forward to further comments from the group to see how to move forward.

I agree with Maureen as well.  I was a bit concerned about the Board's comments on our examples of sample projects and think we may want to rethink these.  I also was concerned about their not understanding the importance of the preamble on the open internet and its importance.  I believe we would greatly benefit from more concrete advice from the Board about how we might be able achieve the intent of this direction. We did not really discuss this on the call
