Notes & Action Items – new gTLD Auction Proceeds CCWG Meeting of Thursday 22 February 2018

These high-level notes are designed to help the CCWG navigate through the content of the call and are not meant as a substitute for the transcript and/or recording.   1.  Welcome / DOI & SOI updates


  *   Please remember to keep your SOIs & DOIs up to date
  *   No SOI/DOI updates received during the call



  1.  Status update with regards to outreach to external experts



  *   A number of experts have been contacted last week. Special thanks to those members that helped in reaching out.
  *   additional responses received in the meanwhile
  *   still a couple of organisations where no point of contact was provided.

action item #1:
If members to this group have a personal contact for those organisations where no contact has been provided to date, please let staff know so they can also reach out to those other organizations.


  *   timeline to get input was set to “before San Juan”. But: limited time available in San Juan to review input provided by that date. some flexibility possible there
  *   Xavier and Sam have confirmed their participation in the CCWG meeting at ICANN61 to provide their insights on the questions that have been shared with them.  Others might join as well.

action item #2:
follow-up with those experts that have not responded yet.

4. Continue review of response by Board Liaisons


  *   As discussed during the last meeting, there will be a need for the CCWG to review the input that has been provided by the Board Liaisons at the request of the CCWG.
  *   Leadership team welcomes these comments. Suggestion: first have a look at the input provided, and see if the CCWG can address the comments.
  *   Comments refer to:


     *   preamble.
to be taken up at a much later stage in time. This is more an implementation matter.
Suggestion: include a genral recommendation in the initial report, that guidance is to be provided on what is within ICANN's mission. Details to be worked out by the implementation team.
     *   examples provided.
Some work could already be done to generalise the examples. prioritisation might become easier once the CCWG has decided upon a model.

park it for now, but make an update in terms of generalising examples. Give examples for projects that are not eligible, or not a priority.

Leadership team does not believe  that the CCWG would want to be told what to do, so maybe we can first have a look at the input provided and see if there is a way for the CCWG to address the comments.

If more details are needed, we can always go back and ask.



  *   Ching suggesting for the examples to be taken back to SO/ACs, so that you end up with concrete comments and suggestions, based on the examples.
model whereby SO/ACs would define / set priorities which are then factored in by independent evaluators as they review projects.
  *   interpretation of leadership makes sense according to Maarten Botterman. The letter was intended as feedback, no advice on what to do. Communication around the example projects is important. They are just examples., nothing else.
action item #3:
the group is invited to review the examples and suggest edits. If possible, this can be discussed in San Juan
action item #4:
leadership team to start preparing an answer to the Board Liaisons

5. Plans for ICANN61
Currently scheduled:
CCWG meeting at ICANN61 on Sunday 11 March from 17.00 – 18.30 local time and
Community Update on Thursday 15 March from 8.30 – 10.15 local time


6. Confirm next steps & next meeting

ICANN61 - Sunday 11 March from 17.00 – 18.30 local time


  *   focus will be on discussing with the experts (Sam, Xavier).  invitation also extended to Nominet and SIDN.
  *   Community Update scheduled for Thursday in san Juan. Suggestion to postpone that session to ICANN62.  Hope was for the CCWG to be further in its deliberations. As we do not have any specific questions or issues for community input at this stage, there may not be any value in providing the community with an update that is similar to the one provided at ICANN60 and which can also be provided in the form of our regular newsletter as well as the GNSO Policy Briefings. The idea would be to then instead start thinking ahead to ICANN62 and work on a well-planned and thought out session that would be focused on getting community input on some of the critical questions that the CCWG will be dealing with at this stage.
  *   re-purpose the Thursday session to a face-to-face meeting?
Disadvantage: several other meetings already scheduled against it.  Suggestion not to cancel the meeting yet. See whether there is sufficient participation for the meeting.
Action item #5:
staff to prepare a doodle poll regarding avilability of the group members, in case the Thursday session is re-purposed.
