I would like to offer a bit of additional clarification to Marilyn’s comment referring to the Open Technology Fund, “this funding source is focused on creating dissidence toward repressive regimes” and invite you all to read a bit about the history of the Open Technology Fund https://www.opentech.fund/about/our-history/ and what they actually do and how they are funded (US Government funding, congressionally approved).

They have one grant fund that supports Internet Freedom, if that is what you mean by “repressive regimes” and they have supported the development of many circumvention tools, encryption and privacy tools that are extremely valuable and useful and very much aligned with core Internet principles.

They do have other funding categories that are pretty close to what this CCWG has been discussing and some of the examples on our list, have already being funded by them. Robert, with due respect, this funding source is focused on creating dissidence toward repressive regimes.
While I respect its work, it is not a role model for the CCWG-AP, in my view.

The ICANN AP funding mechanism will need to be focused on ICANN's mission.

To answer the question in your subject line: this group answered this question in our work and the transcripts document that. I realize you represent the SSAC. Can I ask if SSAC is asking that we start over? We are focused on the mechanism to distribute the current Auction Proceeds, not creating a new global development mechanism, using the Auction Proceeds as a venture capital fund, as far as I can tell.
