these were hypothetical questions put forward to you to get a very rogue
idea about potential costs related to the various mechanism. A complete
cost-benefit analysis is typically part of a process in determining the
most appropriate funding environment. We had discussed this aspect many
times and, I believe the leadership team had forwarded a question even to
you but it's hard to follow all the various strings.

We still have time during the second public comment to sort this all out.
