enhancing travel and participation form developing countries, etc. Bringing informed participants into the related IG initiatives that are threats to the continued stability of ICANN or support the stability of ICANN, such as the IGF and the national IGFs. </p>

<p>I stop at building at funding infrastructure in terms of funding an under sea cables etc. but not at training on how to create an IXP. Training seems to me to be a good and within scope, as it advances how countries may increase connectivity to the Internet
and then also use the DNS. Paying for physical infrastructure seems totally out of scope. Providing capacity building/training, etc. seems to me to be in scope, as it advances SSR, which is clearly within mission. </p>
