I am saying that ICANN is not in the normal situation of a grant making organisation, and as such may be restricted in some small areas (Such as by sanctions) in the form it can make the grant making.
<div class="">For example it would be to me legally grey to pass a parcel of funding to a third party to distribute in a manner that may not align with the ICANN bylaws or the restrictions made by applicable law to ICANN.</div>
<div class="">This is where I feel we are too close to implementation issues as this will be a decision that can only be made on a case by case basis and will depend on the current sanctions list at the time of application etc etc and many other point in time
variables.</div>
