    <p>I agree with Maureen on this statement. I do not like the word
      Small in the definition. Is there another way to describe this as
      the definition in the charter of consensus is not what we have
      here? On all other recommendations we can use the word consensus
      but not on the mechanism chosen  <br>
    </p>
    <p> If looking at the poll results. We see that 7 people voted for
      A, 4 for B and 3 for C so it seem that there were an equal number
      of votes for 'NOT" A as there were votes "FOR" A thus we cannot
      say a small majority disagree.  We can only say that there was a
      preference for Mechanism A but that there was an equal preference
      for not A.</p>
    <p>So we cannot say there is a consensus on the type of mechanism,
      we can say there is a preference?  <br>

                          Recommendation #1 have been updated to reflect
                          this result.</span></p>

                          that there were no additional comments on the
                          last revision circulated, the leadership team
                          now considers the Final Report complete. The
                          next step in the process is for the Co-Chairs
