Good afternoon

Thank you useful.  Just to report to colleagues that the proposal referenced was discussed (initially) in Committee 4 (WG) this afternoon.  After a thorough discussion it was decided that further discussion was required on both the African Group proposal and the US proposal to suppress RES 47.   As such an informal meeting will be held tomorrow.

As such the usefulness of a statement is not diminished.  It is likely that discussions on this issue will go into early next week.

Just to clarify: There is a GAC Working Group on Geo Names meeting on 3 November at 0830; and a GAC plenary session on country names and codes on 7 November at 0900.

Good afternoon; greetings from Hammamet.  Thank you for this and also Marilyn’s insights.  Yes, indeed; we are talking to delegations on the ground here and not all are aware of the GAC role in geographical and country names.

We are indeed able to point to that fact that there is GAC WG meeting on Geographical Names at ICANN 57 (Monday; 7th November @09.00).

Have also offered (and Mary happy for you to amplify through your excellent channels) that ICANN – anywhere and at anytime – is happy to brief governments  - whether in Africa or elsewhere -  on the opportunities there are within ICANN to make views know re reservations on particular names.

Hello All,
Marilyn has raised an important issue, most African countries' participants  in T sector of ITU have little or no knowledge of ICANN GAC and are mostly Telecomms Regulators or in the Ministry of ICT from  the P&T arm of the Ministry.
So sharing with GAC members on ground would be very helpful in making the case during the negotiation.
Do not forget that Governments in Africa are the engine of the economic activities and not the private sector.
It may be hard  to convince them otherwise regarding the geo-names being classified as gTLD.
Within Africa, countries are actually quering ICANN's authority to sell names of other countries in whatever form or colour it might be presented.
Africa is strong in its demand for the delegation of .africa without further delay, it has gone beyond what ICANN bylaws or missions may provide, to the point of loosing hope in what goes on in ICANN.

I support the document. The addition under Role of Governments about the GAC Principles regarding new gTLDs is a very helpful addition, in my view. The only other suggestion I have is whether you want to share the GAC membership list, informally, with those who are promoting this discussion on ground.

We should all be aware that in many countries, there is not a horizontal engagement across ministries, and it may be that some govt participants are not directly engaged with their GAC member.

I am not being judgmental, but just asking... At SG3 and SG2, and also in other T sector WGs,  there is often almost no interaction with the more senior ministry that engages at ITU Council, as it is viewed that experts are participating. Rather than being critical, perhaps we can be informative.
Even in the private sector participants, in some cases, in some of the T Sector WGs, it is the technical expert who attends. Often alone.
