In its past meetings the CCWG IG has understood the position of the GNSO
that a CCWG is not the right vehicle in the view of the GNSO for this
important Internet Governance work to continue.
The interesting this is that if the other two co-chartering
organisations, the ccNSO and the ALAC believe that the CCWG IG is a
vehicle they can live with and therefore do not follow the GNSO, that
effectively puts no pressure on the CCWG IG to develop an alternative
vehicle. All it does, is to take the GNSO Council out of the decision
process of the CCWG IG. There remains a question whether GNSO folks will
be able to attend the calls and remain on the mailing list as a
participant. Strictly speaking the Charter says:
"In addition, all SOs and ACs may appoint Observers if permitted by and
in accordance with their own rules and procedures. Such Observers are
entitled to participate in WG deliberations on an equal footing with the
Members except for formal voting, when called for by the Co-Chairs of
the WG. Voting is limited only to Members. The number of Observers
appointed by each SO and AC shall not exceed the number of Members
appointed by that SO or AC."
But the CCWG IG has adopted a more liberal stance by allowing observers
from organisations that have not co-chartered it. So there is some
