[ccwg-internet-governance] Clean and redline version of the proposal for the new vehicle to replace CCWG-IG

Hi all,

this is reminder regarding the consensus call which will end in a few hours
from now (23:59UTC). the proposal would be in time for the GNSO council
call next week Thursday.
