Good morning,

As Veni noted, this development has a long back story.  Further reading for the break could include;

1. The Council of Europe (Strasbourg) Budapest Convention, the signatories and text;

https://www.coe.int/en/web/cybercrime/the-budapest-convention

2.  The work on Cybercrime by UN Office of Drugs and Crime (UNODC, Vienna); including the (existing) Open Ended Working Group on Cybercrime; where the proposals to work on a Cybercrime Convention had been made before;

https://www.unodc.org/unodc/en/cybercrime/index.html

and their comprehensive study on Cybercrime;
https://www.unodc.org/documents/organized-crime/cybercrime/CYBERCRIME_STUDY_210213.pdf

3.  The Shanghai Cooperation (SCO) which has formalised cooperation among the eight member countries (including India, China, Pakistan and Russia) on issues of cybercrime;

Deputy-Assistant Secretary of State, Rob Strayer, also talked about the resolution during a conference in December in Washington, which I attended, and asked him couple of questions on that subject.
As I am offline for the holidays, so I just again kindly ask you to wait for a few days, and enjoy the holidays with family and friends; we can come back to it in January with some analysis. Government Engagement team has been following the developments closely.

This happened in mid-November? It certainly took its time to reach mass media...
