[ccwg-internet-governance] New Thread: what should CCWG-IG propose for discussion topics at ICANN66?/gathering information re IGF2019

I believe strongly that CCWG-IG needs to remain very focused on broadly relevant topics for the public sessions and our discussions, to fulfill our mission, as we are still struggling to demonstrate our relevance.

Also, we have agreed, I think, that we aren't publishing "consensus" documents, so not sure that the CCWG-IG is qualified /or has resources/or expertise to draft an external article about such a topic. That doesn't mean that individuals who are individually interested couldn't do that, but not as ICANN. And not as the CCWG-IG.

In our earlier days, we struggled to gain support to do the town hall that led to the statement for NetMundial, and there are concerns in some parts of the community about the CCWG-IG [under our new charter] speaking for the community, or for ICANN. I think we are about providing current updates from a wide range of the communities, considering those, and providing informed input to the Board WG on IG, and the rest of the community.

As to updating on who is doing what at IGF2019. the ICANN staff could do a survey monkey to this list, and ask for such information, including a click the box to give permission to publish that, remembering that none of us actually speak for ICANN, or for the CCWG-IG.

The ICANN staff can provide the times and events of ICANN.

Finally, I would strongly suggest that gathering this information about who is attending from the CCWG-IG could help to identify invitations to the joint ICANN/ISOC reception, if there will be one at Berlin.

Thanks Laurent for the update.

What about discussing this issue - Alibaba’s filing for patent issues - at this year’s IGF if any of the people here will have their own sessions this year? Or writing an article on medium.com<https://nam04.safelinks.protection.outlook.com/?url=http%3A%2F%2Fmedium.com&data=02%7C01%7C%7C783c92155cdf471562ad08d732a9ac80%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C637033576627978894&sdata=Bj%2BAn9d%2B7LQ8n8nSaELkmjlLhbqBk3r5%2BYH4qAJI6Uo%3D&reserved=0> or bringing this topic to Berkman Klein Center or other relevant educational institutions seem to be another option?

It will also be interesting and informative for all of us if we can have our brief discussion during the next ICANN meeting in Montréal.

Best,
Yeseul

Dear Marylin,

Thank you very much for your message and this kind introduction, and sorry for this late answer.

Please find below some background fact based information (from a political/governance perspective). This is for your information and doesn’t reflect ICANN’s position on this issue.

  * Several blockchain industry key players are using alternative domain names for their blockchain operations. Domain names currently in use by the Blockchain industry:
     *   Namecoin is using .bit
     *   EMercoin is using .coin
     *   Ethereum is using .eth
  * But the interoperability between blockchain platforms and networks remains limited, impeding the development of the technology on a wide scale (Existing interoperability solutions, such as COSMOS, only have a local scope and cannot be used outside the relay chain network)
  * In November 2018, Alibaba filed a PCT (international) patent application for a "unified domain name" and management scheme for cross-chain interactions, which is now being fast-tracked in various jurisdictions. This system is intended to be used as a unified means of managing domain names in cross-chain interactions across blockchain systems.
  * According to the filing, Alibaba intends to patent a system that uses what they call a “unified blockchain domain name” (UBCDN) in order to denote and share information. In the system, Alibaba proposes to use a computing system to generate a UBCDN message which contains a blockchain domain name and a chain identifier that is paired with that name. This UBCDN system is intended to be used as a unified means of managing domain names in cross-chain interactions across blockchain systems. See the PCT patent application in Attachment, and the following press article https://cointelegraph.com/news/alibaba-files-us-patent-for-blockchain-domain-name-management-system<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fcointelegraph.com%2Fnews%2Falibaba-files-us-patent-for-blockchain-domain-name-management-system&data=02%7C01%7C%7C783c92155cdf471562ad08d732a9ac80%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C637033576627988905&sdata=%2BgwZDIybGp7n2RowAYVcRIsQPbeuvrQ%2BggTl6kDDThw%3D&reserved=0>
  * In the meantime, Alibaba has been selected by the Central Bank of China as one of the operators for the new China’s state-backed cryptocurrency<https://nam04.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.forbes.com%2Fsites%2Fmichaeldelcastillo%2F2019%2F08%2F27%2Falibaba-tencent-five-others-to-recieve-first-chinese-government-cryptocurrency%2F%2359c7e6161a51&data=02%7C01%7C%7C783c92155cdf471562ad08d732a9ac80%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C637033576627998910&sdata=zJTejAaXIkeLkCQnBPz9VRsNsnwyWUWjFiMYfXB9PCQ%3D&reserved=0>
  * Such a system would mirror, for blockchain, the domain name system of the Internet.
  * Putting in place such a system is not only desirable, it is needed for blockchain to have a transformative impact on a global scale. A we know, the Internet would not have had the impact it has had if the management of domain names had been "privatized" and the main protocols patented
  * So for some experts, these latest developments make the need for blockchain-focused multi-stakeholder governance structures more urgent than ever.

Kind regards,

Laurent

Laurent, thanks for this information.

For those who don't know him well, in my view, Laurent is a serious technical expert at ICANN we can ask for more information.

I wondered, Laurent, if you might give us a few paragraphs about what managing blockchain domain names means?

I confess, I was either confused, or bemused.

but expect we need to understand!

Hi,

I just want to flag that in the meantime Alibaba has recently filed several patent applications about managing blockchain domain names , with the EUPIO (Europe), United States Patent and Trademark Office (USPTO) and with IP office of Singapore.

I think this is indeed of concern, Jim. Thanks for forwarding it to the group.

I believe that ICANN participants in SG-17, but I am not sure if the RIRs /Root Server Operators are presently involved.

Notice how limited the author list is.

Nigel and all – has ICANN or anyone else been tracking the attached proposal?

It was just sent to me and admittedly it’s a bit beyond my area of expertise but some of the language concerns me. Am I over thinking it?
