    <p>Thanks so much for this additional insight which I find very
      helpful. I agree with Patrick and others who say it is sad that
      the UN has decided as (a) there is a group in the UN already
      looking into cyber security and (b) we already have the CoE
      Budapest Convention on Cybercrime which we should build upon. Also
      He is probably right that Russia did not like the Budapest
      Convention since they did not do it. I look forward to reading
      Veni's report on the UN activities

        gist of the opposition is that a bunch of Europeans can't sit

        since they've always said that a convention rooted in the UN is
        the true global response to cybercrime issues. What is
        interesting is that only a few weeks ago, Brazil appears to have
        broken rank with the rest of BRICS and declared an intention to

      <p>I am now left to wonder whether Russia suddenly rushing to do

Yes, we know the opposition to the Budapest Convention from Russia that main arguments seems to be (1) that they did not participate in creating it and (2) the convention specifically talks about MLATs which Russia do not like.
