[council] Drafting meeting

Fellow councilors...

given the fact that we are potentially looking at bridging 2 separate 
weeks, i would propose that we use the previous Thursday & Friday  (i.e. 
mar 24 & 25th)
for these sessions & leave the weekend open for leisure time for 
participants..

this is common practice for extended forums such as this.
