[council] WG Final Draft Document re. ccNSO/GAC IDN ccTLD Issues Report

Here is the final draft document prepared by the working group tasked
with preparing responses to the request for comments regarding the
ccNSO-GAC Issues Report on IDN Issues.  As originally tasked, the
working group presents this document for Council consideration as a
starting point for preparing GNSO comments.
 
I would like to acknowledge and thank the WG members for there excellent
work in producing this document.  In addition to myself (representing
the RyC), the WG was made up of the following members:
