[council] Clarification on the Tasting motion

At least two of the drafting team members said that they still needed to
get feedback from their constituencies on the motion. There really
hasn't been much time for that, and discussions among the registrars so
far resulted in a number of concerns being raised. We'd at least like
time to address those before moving forward with any motion.
