[council] New gTLD Policy Report Consideration

The attached slides list issues on which ICANN staff would like to update
the GNSO regarding new gTLD policy report implementation.  Kurt will be
prepared to give a brief overview and we can discuss the best way to provide
the Council with a more in-depth briefing in the near future.
