Note the following regarding GNSO Council Restructuring:

- The majority of the GNSO Planning Team recommendations were approved;
there are two remaining items, 1) the selection of GNSO Board seats and
2) incorporation of individual users in the GNSO, for which more
community input will be requested.  It is interesting to note that their
definition of 'individual users' includes "individual commercial and
non-commercial Internet users"; in other words, whether or not both
commercial and non-commercial Internet users would be included in the
Commercial SG and Non-Commercial SG respectively has not been decided
yet; the alternative, I presume would be to include them in the ALAC.

- ". . plans for each of the four new Stakeholder Groups, . . . , be
submitted to the Board for consideration at the ICANN Mexico City Board
meeting . ."

- The GNSO Improvements Implementation Plan that is on the Council
agenda for 16 Oct will require Board approval as will the Stakeholder
Group plans.

- The timetable for transition to the bicameral model was amended to
extend it until June 2009 with four specific phases, the first two of
which are: Phase 1 - GNSO Council restructuring implementation plan
submitted in advance of the December 2008 Board Meeting; Phase 2 -
Existing Constituencies submit confirmation documents to the Board for
review in advance of the February 2009 Board Meeting.  What is not clear
to me is whether the 'restructuring implementation plan' in Phase 1 is
the same as the GNSO Improvements Implementation Plan that has already
been developed; I am guessing it is not because, if that were the case,
we would not be able to begin immediately in implementation work as
their motion directs.

Specific action items for the Council in the motion include development
of:

- Any additional voting thresholds as needed

- A restructuring implementation plan (submitted in advance of the
December 2008 Board Meeting)

- A process for subsequent balloting, if needed, until a Council Chair
is duly elected (before the first Chair election of the newly structured
Council)

It seems especially important for us to get immediate clarification on
the following: Are the GNSO Improvements Implementation Plan and the
Restructuring Implementation Plan two separate items?  We need to know
this because we are considering taking action on the former in our 16
Oct meeting.  As noted previously, it would be very difficult for us to
begin GNSO Improvements implementation work immediately if we have to
wait until after December for Board approval.  I specifically cc'd
Denise to call this to her attention.
