[council] Draft AoC Review Teams Proposal Summary

A very good summary, thanks for going to the trouble of writing it Chuck.

To me, the crucial element here is working out how we want to identify and submit volunteers. I don't see Council comments as being that important in this instance.

So I think it would be good to have a chance to start our discussion on the first topic on the list, in anticipation of our next Council meeting.
