[council] Revised MEXICO Travel Support list

Thanks Glen.  Why does the attached table show 3 for the RyC under Total per constituency Including Mexico?  To my knowledge, only one person from the RyC received funding for travel this fiscal year from the RyC and we are not requesting any funding for Mexico City.  Apparently it is because the table shows 2 for Mexico City and I think that should be zero.  Have I missed something?
