[council] Motion to adopt the SCI charter

 All,

As a result of the drafting team's work I would like to make the motion
attached to adopt the SCI charter (Standing Committee on Improvement
Implementation).

Any friendly amendments prior to the council meeting are welcome.
According to the motion the council should nominate an interim chair to
the SC.

A second would be appreciated.
