FYI.

Quick summary -- NCTSG (country & territory names study group, a ccNSO
working group) plans to produce a comprehensive list of country / territory
names in various forms / length / usages. The finalized list is aimed to be
published after completion of round 1 of new gTLD program. The list will
combine current 3166 alpha-2 list, UNstats, and now UNESCO list. Rules and
policies of this study group is now being developed as well.

Included agenda and documents in preparation of the upcoming call:

   1. Roll-call
   2. Involvement of UNESCO in activities of Study Group.
   3. Overview of policies and rules version 2. Included is version 2 of the
   policy overview. Main question at this stage are:
   - Are all relevant policies and conflict rules captured?
      - Are some policies or conflict rules not applicable?
      4. Introduction of typology proposal, including questions and comments
   on straw man for typology. It is proosed to use the cal to introduce the
   straw man and answer questions for clarification. It is also proposed to
   have a full discussion on the typology at the Dakar meeting of the study
   group.
   5. Dakar meeting ( time and agenda)

*UNESCO has been invited to assist the study group to develop a typology for
country and territory names. ICANN and UNESCO agreed to cooperate on a
variety of issues arising from the internationalization of the Internet
Cooperation Agreement between ICANN and UNECO, See

. Taking into account the nature, and sensitivities surrounding the use of,
country and territory names in general, and in particular as TLDs,
developing a typology for country and territory names should be undertaken
 with the benefit of  relevant external expertise and input of relevant
(governmental) institutions, UNESCO is in a unique position to provide this
expert and institutional assistance. Therefore, it is envisioned that the
Chair of the ccNSO Study Group will invite UNESCO to participate fully in
the development of the typology in the Study Group as soon as possible.
UNESCO appointed representatives will be included on the email list and can
actively participate at every meeting of the Study Group (both on line and
at face-to face either directly or through remote participation).

With regard to the examples, UNESCO will use its channels to include a
limited, but diverse, set of examples to illustrate the typology, in
parallel with developing the typology.

*The included document is an updated version of the document send in May of
this year. It now reflects the adoption of the Applicant Guidebook and
changes relating to the Objection Procedures, which could be relevant for
the Study Group.

*Ad Agenda 4: Introduction of proposed typology.
*Included is a straw man for an initial discussion on the development of a
typology for country and territory names. This straw man is based on the
terminology in use by the UNGEGN relating to Geographic Names. Also included
are  questions and comments from UNESCO relating to the initial typology
(straw man).


Background
According to the statement of purpose of the Study Group:
The purpose of the Study Group is to provide an overview of:

   1. Current and proposed policies, guidelines and procedures for
   allocation and delegation of TLDs which represent the name of a country or
   territory;
   2. The types and categories of strings to be used as TLDs that are either
   associated with Countries and Territories (i.e., by inclusion on the ISO
   3166-1 list) and/or are otherwise considered representations of Country and
   Territory names (hereafter: Typology);


Typology
To delineate and refine the concept of country and territory names, one of
the activities of the Study Group is to identify the different categories of
country names (for example historical names, official names in the official
language of the country or official language of another country etc.), or in
other words to develop a typology of country and territory names.

The objectives for developing the typology are:
1.    The typology is intended to inform deliberations in the ICANN
community on the use of country and territory names as TLDs. To date, the
concept of names of counties and territories is used very loosely.
 Depending on the context, it may include all names in all languages for a
country.  In another context it may mean all meaningful representations of
the name of a country or territory in the official language of that country
or territory.
2.    To assist in understanding the scope of the policies and
implementation rules and their impact with regard to the use of country and
territory names as TLDs.  For example, according to the current rules of the
Fast Track process, only meaningful representations of the name of a country
or territory can be used as IDN ccTLD. It is unclear what the status is of
the non-selected, other meaningful representations for that country or
territory. For example, (.RF) in Cyrillic (.РФ) is deemed to be a meaningful
representation of the Russian Federation or Russia and has been delegated as
an IDN ccTLD.  Under the current rules, as of the second round of new gTLD
applications, (.Russia) in Cyrillic could be applied for as a new gTLD
(assuming all requirements are met).  Is this an intended consequence?
