[council] Changes to GNSO Operating Procedures

For the record, for any changes  to the GNSO Operating Procedures that are
recommended by the SCI, the public comment forum is conducted as part of the
SCI deliberations. The SCI does review the comments received and make any
updates, if deemed appropriate based on its review of the public comments
received, before the recommendations are submitted to the GNSO Council for
consideration.

Rather curious wording (and I admit I was around when this was adopted) in
that there is a requirement for a Public COMMENT, but the rules take effect
at the end of it regardless of the comments submitted. More like a Public
Notice.
