I think we should take the criteria listed in the document at face value. A recent GNSO councillor should clearly meet the first criteria, but so would an active WG participant or other regular participant in GNSO processes.

Is it certain the candidate be a recent (within a year?) GNSO councillor or might a right candidate be someone who may have never sat on the Council?
