As I already pointed out the meeting is meant to be focussed on policy.

However we cannot simply demand that ICANN spend $350k of the funds, which it levies from registrars and registries,  instead of rejigging the schedule

$350k in the real world is a hell of a lot of money. I could easily employ 10 people for a year for that kind of money.

Calling that kind of money “pennies” is unrealistic.

If it was $350 sure.

But it’s not.

That may be the overall cost of adding an additional day to the ICANN meeting for all facilities and required staff support, which would also used by others, not just the EPDP team -- how much is the real cost that Finance would ultimately allocate to the EPDP? I struggle to believe it is really more than all three of the EPDP team's face-to-face meetings to date. Ultimately, policy development is a core activity, and so this is just the cost of doing business for ICANN. We should not be counting pennies here, in my view.

On further discussion about this topic with others it transpires that adding a day to the ICANN meeting could easily cost $350k!



This number was shared with various SO/AC people during the Marrakesh planning session in Kobe.

So the obvious question is why can’t the EPDP use more of the scheduled meeting for its face to face?



Why are there currently 7 (no, that’s not a typo) so called “High Interest” topics taking up so much time on the current schedule for Marrakesh?



That’s 7 blocks of 90 minutes, which is 10.5 hours. In other words more than a full day.



The meeting is meant to be about POLICY and if the EPDP isn’t important enough to get time on the schedule then frankly I don’t want does.

Thanks for sharing this request.



Personally I think most of it is very reasonable and I particularly like the pragmatic approach to things like the transcripts.



Could you perhaps clarify what you’re thinking about in relation to ICANN 65. You mentioned a full day meeting on day 0, but it’s not clear how many other meetings etc., the team would be expected to have during ICANN 65. I ask this as you’re, quite reasonably, requesting travel support for some of the group, so a better understanding of what that travel support would actually be covering would be helpful.

Dear Keith,



As directed by the GNSO Council, the EPDP Team has commenced its work on phase 2 by focusing on the development of a work plan and timeline for the phase 2 deliberations.



As part of these discussions, the EPDP Team is also expected to identify whether any additional resources are needed, beyond the traditional support that is provided to GNSO policy development activities, to meet the milestones and timeline proposed. The EPDP Team would like to recognize the critical importance of the additional resources provided for phase 1 in facilitating the deliberations and allowing the EPDP Team to deliver a Final Report within the timeframe provided.



The EPDP Team wants to ensure that any specific resource requests are fiscally responsible by demonstrating clear alignment with the work plan and timeline, as such, some additional time will be needed to formulate any such requests. Nevertheless, there are some immediate resources that the EPDP Team considers crucial in supporting the initial stages of phase 2 and as such we would like to request that the GNSO Council petition the ICANN Board to provide immediate support for the following resources:



•      Continued availability of legal counsel, following the same process and approach in phase 1 (any questions are vetted through the legal committee);

•      Continued support for telecom services and transcriptions, but to reduce costs, transcriptions would have a 72 hour turnaround time (instead of 24 hour);

•      Mediation support for the EPDP Team meetings at ICANN65 in Marrakesh.



Some have also requested that travel support is to be made available for ICANN65 for EPDP Team members who would otherwise not be able to attend and where no alternate is able to step in. We leave it up to the Council’s discretion to determine whether this is a reasonable request to include with the above.



In order to take full advantage of the face-to-face opportunity that Marrakesh offers and minimize conflict with other meetings, we would also like to request support for organizing a one day face-to-face meeting on day zero of ICANN65. A request for such a meeting would need to be made by 26 March at the latest and is subject to approval by ICANN Org as well as availability of facilities. If such a request is granted, this would also require funded travelers to arrive a day earlier than normally foreseen, including an additional hotel night.
