working and will continue to do so leading up to the L.A. meetings but the
attached version of the proposed plans are nearly ready for public
distribution. Please review the attached document and provide any input
you have NLT Monday, 8 October at 21:00 UTC (11 pm CEST, 5 pm EDT, 2 pm PDT)
[Tuesday, 9 October, 7 am Melbourne]. The small group has a meeting
scheduled for that time to discuss Council input and finalize the plans for
public distribution along with finalizing the summary document that was
