preliminary determination period on requests submitted by NeuStar and Afilias

The NeuStar request is 2008001 (<a

while the Afilias request is 2008002 (<a

The requests are essentially the same except for where Afilias and NeuStar use
different billing systems. I understand that Jeff Neuman already provided a
