<P><FONT SIZE=2 FACE="Arial">In light of my IRT participant responsibilities, I can no longer serve as Council liaison to the RAP WG.  I know that Mike Rodenbaugh is a member of the RAP WG and believe that he would do an excellent job as liaison.  I suggest we ask him to take on that role.</FONT></P>
